BY-LAWS OF TROOP 416 ADVISORY COMMITTEE 

ARTICLE I: NAME

The name of the association is:

Troop 416 Advisory Committee


ARTICLE II: PURPOSE

To promote understanding and communication between the needs and requirements of the Troop, the scouts, the parents, the Presbyterian Church (Charter Organization), the community and the BSA Council.


ARTICLE III: POLICIES 

The following are basic policies of this committee.

a. The committee shall be noncommercial, and impartial.

b. The name of the committee or the names of any members in their official capacities shall not be used in any connection with a commercial concern or with any partisan interest or for any purpose not appropriately related to the objects of the Committee.


ARTICLE IV: ARTICLES OF ORGANIZATION

The committee exists as an unincorporated committee of its members. Its “Articles of organization” comprise these bylaws, as from time to time amended, and its articles of association, if any. In the absence of separate articles of association the bylaws shall be deemed to be the articles of the Committee. In the event of any conflict between these bylaws and the articles of association, these bylaws shall govern.


ARTICLE V: OFFICERS 

Any one my become a member of the Troop 416 Advisory Committee, who is a community member interested in Boy Scouts, has a scout in Troop 416 or is a member of the Presbyterian Church (Charter Organization).

The main committee shall consist of:

a. A Committee Chairperson

b. A Recording Secretary

c. A Treasurer

d. A Church Liaison

e. The Scoutmaster of Troop 416 (non-voting member)

f. Fundraiser Chairperson

g. Members at Large

h. Assistant Scoutmasters (non-voting members)


ARTICLE VI: DEFINITIONS AND DUTIES OF THE COMMITTEE OFFICERS 

The definitions/duties of the above members of the Committee are:

a. A Committee Chairperson: To reside over each meeting, planning an agenda, acknowledging speakers, maintaining control over agenda items and speakers.

b. A Recording Secretary: To take minutes of each Committee meeting and have them available for review at the next Committee meeting.

c. A Treasurer: Shall write checks, with a cosigner, handle all monies coming into the Troop Funds, keep track of the Campership database for the scouts and prepare a Treasurer’s Report for each Committee Meeting.

d. A Church Liaison: Shall be the “Go between” for the Presbyterian Church of Palm Harbor (Charter Organization), Troop 416, and the Committee.

e. The Scoutmaster of Troop 416: Attend Committee meeting when possible, bringing to the Committee the status of the troop.

f. Fundraiser Chairperson: Person or persons to handle Fundraisers, reporting types and setting them up so the Troop can participate.

g. Member at Large: Any person who is on the committee and does not have a committee position.

h. Assistant Scoutmaster: (non-voting member)


ARTICLE VII: MEETING ATTENDANCE

Anyone is allowed to attend the meeting, they are allowed to observe the meeting, but not interject any comments and/or infringe on the meeting or to anything in the agenda unless previously validated by the chairperson and given the privilege to address the Committee (See Article VIII).


ARTICLE VIII: SPEAKER/S AT MEETING

Any Person may have the right to speak at a Committee meeting if they have notified the Committee Chairperson one week ahead of the meeting with a written statement of what they are going to discuss. They will be allowed five (5) minutes for their presentation unless the Chairperson has approved a longer amount of presentation time. They will be placed on the agenda and stopped at the conclusion of their allotted time.


ARTICLE IX: FUND-RAISER MONEY/CAMPERSHIP

Each scout will earn a portion of the profit for committee determined campership fund-raisers they participate in, and these funds will be placed in a special Campership database for utilization as Campership funds. Prior to each fundraiser event the Troop Committee will determine the percentage each scout will receive as an incentive.

These funds are only to be used to cover camping fees, or summer camp fees. (These FUNDS belong to the Troop Treasury and not the individual scout).

Any donations received by a scout while actively doing a fundraiser will be graciously accepted. One half of the full amount will go toward the collecting scout’s Campership account and the other one half will go to the Troop fund.


ARTICLE X: DUES

Scouts will be responsible for their own dues, which are:

1. Weekly dues of $2.25 ($10.00) monthly – no discount given for advance payment.

2. Dues will be reevaluated every two years on odd year dates, the month prior to Rechartering (currently January 1).


ARTICLE XI: CAMPOUTS/ACTIVITIES/OUTINGS (SCOUTS)

A. FEES

1. If a Scout notifies the person responsible for purchasing food that he cannot attend before the shopping is done, no charge will be made for the food.

2. If a Scout does not notify the person responsible for purchasing the food that he cannot attend before the shopping is done, he will be responsible for reimbursing the adult for the cost of the food.

3. A Scout is not allowed to camp if DUES are not current.

4. At the age of eighteen (18), when a scout becomes an adult leader, money previously earned from Fund-raising (Campership) will revert back to Troop funds.

5. If a Scout leaves the troop for any reason, his Campership fund will revert back into the Troop funds.

6. The Troop will contribute the cost equal to one (1) Scout fee for Out of State Campouts to the total of the Out of State Campout budget.

B. EQUIPMENT

1. Each Scout/Patrol/Adult will be assigned Troop equipment they are responsible for.

2. If Troop equipment is returned in unusable condition, the Scout/Patrol/Adult is responsible for paying for the cost of replacement.

3. Troop equipment is ONLY to be used for Troop/Patrol activities. This does not include Adult training, Scout training or OA functions.


ARTICLE XII: CAMPOUTS/ACTIVITIES/OUTINGS (ADULTS)

1. The person who provides trailer transport will receive 100% discount for camping fees and tolls.

2. The Troop will buy all adults that attend summer camp a tee shirt.

3. Troop will pay the cost of the Honoree being presented with an award at Awards Banquet and Scoutmaster, (Spouse and/or other adult members of Troop are not covered).


ARTICLE XIII: ADULT TRAINING

1. All training requests must be presented to the Scoutmaster prior to registration for said training.

2. The Troop will cover cost (course fee) of In-Council Adult Training for all registered active status adults (see Article XIV).

3. If training is not attended, the adult will reimburse the Troop for the cost of the fees.

4. Any Committee member wanting to transfer to an Assistant Scoutmaster position must complete the training prior to the transfer.

5. All adult registered members of Troop 416 must be Youth Trained.


ARTICLE XIV: RECHARTERING

1. A Scout will not be allowed to re-charter if dues are not up to date.

2. Troop will cover the cost of re-charter for all active adult leaders registered with the Troop.

3. All registered Adults, must attend one (1) troop meeting per month or eight (8) committee meeting per year to remain in an active status.


ARTICLE XV: EAGLE SCOUTS

1. The Troop will donate $90.00 toward the cost of a cake and the Eagle Ceremony.

2. The Troop will purchase the Eagle Pin Set and a one (1) year subscription for the National Eagle Scout Association.


ARTICLE XVI: UNIFORMS

All Scouts and Scouters are required to wear a CLASS A UNIFORM to all Troop Meetings and on all Troop Activities, from place and time of departure to the arrival at the designated destination.

FIELD OR “CLASS A” UNIFORM

a. Tan Scout shirt with appropriate insignia and patches, including Troop number.

b. Scout or Olive pants/shorts.

c. Boy Scout Socks.

d. Scout web belt and buckle.

e. Closed toe shoes.

ACTIVITY or “CLASS B” UNIFORM 

(Worn as instructed by Troop leadership)

a. BSA tee shirt.

b. Scout or Olive pants/shorts.

c. Boy Scout Socks.

d. Closed toe shoes.


ARTICLE XVII: MISC

The Troop will purchase a cake for each Court of Honor Ceremony.

RE: DEFINITION OF AN ACTIVE SCOUT 

A Scout must be active to reap the full benefit of the Troop 416 program. Because camping is the heart of Scouting, the troop expects its Scouts to attend overnight camps winter and summer, and to make every effort to attend the annual week at summer camp. A Scout is considered ACTIVE if he attends a minimum of 67% of regular meetings (excluding summer meetings in June And July) and a minimum of 50% of regular campouts (including summer camp). There are NO excused absences since the 67% standard is intended to allow sufficient leeway for such things as illness, school activities, family activities, or sports. Although the troop does not suspend inactive Scouts, the Troop may require a Scout to maintain an “active” status to participate in certain events. 

A Scout must be “active” in order to advance in Rank as required by the BSA advancement criteria. This “active” status must be a continuous period of activity.
